Qualifications

Mr. Morris joined Kiefner and Associates, Inc. in 1997 after a 5-year career at Panhandle Eastern Corporation (now known as Duke Energy and Southern Union). While at Panhandle, he conducted failure investigations including pipelines, components, and engines. Mr. Morris was heavily involved in the development and maintenance of Company Material Specifications for line pipe, coatings, fittings and pressure vessels, and conducted manufacturer facility audits, reviewed welding procedures, drawings, and inspection and testing plans.

Relevant Experience

Risk Assessment:
Developed customized risk-assessment models for pipeline operators. Models are data driven, relative risk ranking models often integrated with a GIS and are consistent with the PHMSA Integrity Management regulations. Evaluated and modified existing risk models developed by KAI and others. Co-developed a customized risk-assessment software programs with a GIS and software provider.

Failure Analysis:
Investigated in-service and hydrostatic test failures of pipe and pipeline components involving stress corrosion cracking, manufacturing defects including older vintage lapweld pipe, third-party damage, and repair weld defects.

In-service Welding:
Developed and qualified welding procedures and welders for in-service welding in accordance with API 1107 and API 1104, Appendix B. Determined safe limits for welding with respect to burn-through and hydrogen cracking using computer models. Conduct welder training in both classroom and field settings.

Material Selection and Specifications:
Developed fracture control plans and fracture toughness requirements for initiation and propagation resistance. Developed and reviewed line pipe and coating material specifications, participated in technical negotiations with pipe mills, performed manufacturer facility audits, and evaluated non-conforming materials, both in the mill and in the field.

Technical Committees:
Represented Panhandle Eastern on the PRCI Line Pipe Committee. Was a member of ASME B16 Subcommittee F task group formed to develop standard B16.49 for the manufacture of induction bends. Is a member of API Committee 5, which maintains Specification 5L for line pipe.
