Pipeline Report for the State of Colorado: Considerations for Pipeline Safety and Siting
Kiefner and Associates, Inc. worked on a pipeline study with input from Colorado Energy and Carbon Management Commission (ECMC) and Public Utilities Commission (PUC) to address pipeline safety, regulatory gaps, and recommendations for improving oversight and coordination in Colorado. The study involved over 40 meetings with various stakeholders and reviewed federal, state, and local regulations, comparing Colorado’s approach with peer states. Recommendations included establishing a Pipeline Information Office, addressing damage prevention and corrosion control, standardizing pipeline siting regulations, and updating statutes for emerging energy resources.
